Visit to Newlyn
Newlyn welcomed the Earl and Countess of Wessex on
25th April. While the Earl was shown some of the plans for
the regeneration of the harbour, the Countess visited two
community projects. At the Gwavas Advisory Rooms she met members
of the Residents’ Association & learned of their
plans for the estate. Later, at Trinity she was shown plans
for the new Centre and met with many users, being particularly
interested in the children who represented various organisations
for young people in the village. |

in Newlyn is proof of an active and involved community.

The volunteering employment
pathway programme
This is a NEW programme covering Newlyn, Paul, Mousehole
(Penzance South and Penzance Promenade Wards). It is open
to anyone who is jobless and that means you can be on any
kind of benefits and working up to 16 hours per week or not
on benefits and working up to 8 hours per week.
This programme offers one to one support to get where you
want in life. If you want help and support to make changes
in your life, to increase your confidence and self esteem,
to try new things, gain new skills, find your way into training
and/or employment ring Valerie the Project Manager. She will
come to you (or you can pop in and see her at the Volunteer
Bureau in Penzance) to discuss your situation.

The project is funded for two years and may be renewed after
that. The official description is as follows:
“The Volunteering Empowerment Pathways Programme aims
to work in partnership with local agencies to assist jobless
people who are disadvantaged in the labour market to overcome
barriers and support them to progress on to the pathways of
training, education and employment through empowerment and
tailored training and volunteer placement programmes. It is
a joint project between Job Centre Plus and Penwith Volunteer
Bureau with funding from the European Social Fund.”

| Gwavas
scate area
After numerous consultations with the local residents on Gwavas
Estate, and work by Gwavas Residents Association, Cornwall
Neighbourhoods for Change and Penwith District Council, funding
has started to be gathered to put a small skate area on Gwavas
Playing Field. £10,000 from the Liveability Fund has
been received to go towards the £27,000 needed. Various
other funders have already been approached and it is hoped
that the money will be found by the end of the summer and
the skate area in place by the end of the year.
“We've had overwhelming support for this project”
explained Kate Venner, Community Development Worker for Gwavas
Estate, “a recent petition was signed by over 180 people
from the estate”. The next step is to get planning permission
for the land-scaping around the skate area to significantly
reduce the impact of the skate area for local residents. Kate
told us “The skate park manufacturers have explained
that the surfacing they use creates minimal noise levels,
but we wanted to do more so that local residents will hopefully
barely notice the skate area. To do this we're getting planning
permission for a grassed mound between the skaters and the
houses.”
The project has been carried out with discussions with the
young people who will use the skate area so that it is what
they asked for and will use the skate area appropriately.

Regeneration
I was pleased to see many of you at the exhibition
and consultation at the Mission in April. You can see on this
page results of your feedback on the main harbour proposals.
Thank you for the many positive comments we received about
the Projects being supported by our Fish Industry Forum Subgroup,
namely the Centre at Trinity and the Gwavas skatepark. By
the time you read this, the former should be going out to
tender while fundraising has begun for the latter.
Thank you to everyone who is working so hard to make these
exciting developments happen.

Market and
coastal towns initiative
Across the South West towns and parishes have worked
to produce a vision of how they want their communities to develop
in the future. Funding has now been given to support the MCTi
in Penwith. Your area covers Newlyn, Mousehole, Paul, Madron,
Heamoor & Gulval as well as Penzance.
The project will draw together all the consultations & strategies
that already exist. Further consultations will be organised
to complete the picture of what all sections of the community
want for their own areas and for the Penzance area as a whole.
All this information will be gathered together in a report on
the main priorities for the area. They will then be formed into
an Action Plan.
Penwith District Council & the Local Strategic Partnership
(which includes Health Services, Police, the County Council,etc)
are committed to incorporating the priorites that emerge from
the MCTi into their own plans. Furthermore, from the experience
of other areas, such as Launceston, projects which are supported
by the well-researched findings of the MCTi will find it easier
to attract funding in the future.
